Registration, Evaluation and Authorisation of Chemicals

Intertek ASG is gearing up to provide services to support companies impacted by the REACH legislation. Intertek ASG is already involved in chemical registration work from chemical and pharmaceutical companies with over 100 regulatory projects completed. They have been a member of the UK GLP compliance programme since 1987.

Intertek have a proven track record in providing testing data for regulatory submissions. We have experience with many regulatory environments, including EU (Notification of New Substances, NoNS), US (EPA) and Japan (MITI) for both existing and new substances. Intertek are able to offer manufacturers, importers and users of chemicals, cost-effective testing.

Developments for achieving REACH compliance:


Based on the current REACH white paper, Intertek offers:

  • Methods of detection and analysis. Intertek have experience in developing and validating analysis methods for complex and non-standard substances.
  • Grouping of substances and read-across. This will be a new requirement within REACH and is an area where Intertek's computational chemistry group have extensive experience.
  • Structure-activity relationships (qualitative and quantitative, QSAR) for eco-toxicity testing. The legislation is still evolving, but Intertek has experience of applying the EPA QSAR models for US regulatory requirements.

With the arrival of REACH legislation, there may be requirements to change some current products and formulations. Intertek can offer analytical and QSAR skills related to product deformulation, alternative component selection and competitor product analysis.

  • The European Parliament has approved the Reach legislation on 13 December, 2006.. REACH is scheduled to take effect from June 2007. The chemicals identified are to be tested over the next 11 years and registered with the future European Chemicals Agency located in Helsinki, Finland.

What is REACH?
Chemical registration is the basis of REACH, the EU Registration, Evaluation and Authorisation of Chemicals legislation. REACH covers both new and existing compounds. The latter will be phased in over a 11 year period based on volumes. Registration will require information for the intrinsic properties, hazards, risk assessment and risk reduction of each substance (such as physicochemical, toxicological and eco toxicological properties).

Chemical manufacturers and importers distributing Chemical substances into the European Union will be required to gather information on the properties of their substances and submit the information to a central data base. Companies will be required to register all substances produced or imported in volumes of 1 tonne and more per year per manufacturer or importer.
